shift was -119 minutes

Not even zero-hop exploratory! So no expl. tunnels can be built, so no client tunnels can be built…

from TunnelPool:222 log 'after n tries, no unexpired ones were found' + list of several long-expired tunnels

why isn't fallback being built? why are long-expired tunnels still in the pool?
